Chen Xiaohong, Vice Minister of Health, said at the 2010 National Food Safety and Health Supervision Conference that in order to implement the Food Safety Law, the Ministry of Health cleaned up and abolished 23 original departmental regulations in 2009 and drafted more than 10 supporting regulations and documents.

Chen Xiaohong said that the formulation and improvement of regulations and documents related to comprehensive coordination of food safety, food safety standards, risk monitoring and assessment, accident investigation and treatment, information publication and other aspects, "Food Safety Law Implementation Regulations", "Health Food Supervision Regulations", "Food Safety Enterprise Standards Record Management Measures" and so on.

It is understood that there are currently 10 health laws, more than 30 administrative regulations and more than 200 departmental rules and regulations in China.

In terms of food safety standards, an important progress in 2009 was to basically complete the cleaning and integration of dairy safety standards, and 75 standard texts were formed. At the same time, the Ministry of Health has initiated the integration of the basic standards of agricultural and veterinary drug residues, toxic and harmful pollutants, pathogenic microorganisms and food additives.

There has also been some progress in food safety risk monitoring and assessment. It is reported that last year, China established the National Food Safety Risk Assessment Committee and the National Food Safety Standard Assessment Committee, which monitored about 120 indicators of more than 400 kinds of food in 20 categories and obtained about 300,000 monitoring data.

Chen Xiaohong also pointed out that during the national food safety rectification in 2009, China issued three batches of "blacklists" of illegal additives. Some prominent food safety problems are being gradually solved. 58 food safety cases such as "the case of illegal additive potassium bromate in bread improvers" have been investigated and dealt with.

Chen Xiaohong said that in 2010, we should maintain a high-pressure situation, seriously investigate and deal with food safety accidents and cases, and severely crack down on food producers and operators who commit top-notch crimes and persist in teaching.
